Nevada Assembly Bill 198, commonly associated with Lizzy Hammond and often referred to as Lizzy’s Law, established statewide requirements for businesses that operate certain outdoor inflatable devices in Nevada. The law became effective January 1, 2026, and is now codified in NRS 597.768 through NRS 597.7691.
For families, schools, churches, HOAs, companies and event organizers renting bounce houses, water slides, obstacle courses or other covered inflatables, the law creates specific requirements relating to licensing, insurance or bonding, inspections, recordkeeping, wind monitoring, anchoring and safety warnings.

What Is Nevada AB198?
Nevada AB198 was passed during the 2025 legislative session and signed into law as Chapter 235. It took effect January 1, 2026.
The law applies to qualifying outdoor inflatable recreational devices such as:
- Bounce houses
- Inflatable slides
- Water slides
- Obstacle courses
- Certain inflatable pools
- Enclosed inflatable trampolines
Under NRS 597.7681, an inflatable device generally means an air-filled recreational device that uses internal air pressure for its strength, shape and stability and is intended for activities such as bouncing, playing, sliding or climbing.
Why Was AB198 Created?
The legislation includes findings concerning Lizzy Hammond, a young Nevadan who died in 2019 after an inflatable device unexpectedly became airborne during a gust of wind.
The Nevada Legislature stated that the purpose of the legislation was to improve public safety by establishing requirements and restrictions for inflatable devices and businesses operating them.
What Does Nevada Law Require From an Inflatable Rental Business?
Under NRS 597.7684, a qualifying inflatable operator business must:
Hold applicable state and local business licenses.
The business must maintain the licenses required for its operations.
Carry qualifying financial protection.
Nevada law requires the operator business to have a liability insurance policy, certificate of insurance or qualifying surety bond in an amount of at least $1 million.
Customers planning school carnivals, church festivals, company picnics, HOA events or other large gatherings should consider verifying these requirements before hiring an inflatable company.
Safety Logbooks Are Required
NRS 597.7685 requires an operator business to maintain a logbook for each inflatable device it makes available for use.
The logbook may be written or electronic but must be kept with the inflatable device and available for inspection when requested by:
- A customer
- A user of the inflatable
- A state agency
- A local agency
Inspection records generally must be retained for at least two years.
The logbook must also document situations in which use of an inflatable is temporarily or permanently discontinued for specified safety reasons.
Inflatable Inspections Are Required Before Use
Before allowing anyone to use a covered inflatable, Nevada law requires the operator to inspect both:
The inflatable device
and
The location where the inflatable will be used.
The inspection must take into account applicable Nevada requirements as well as relevant manufacturer instructions, updated manuals and recall information.
If an inspection reveals—or a reasonable inspection should have revealed—a hazard that would make operation unsafe under those requirements, the operator must not allow the inflatable to be used.
Manufacturer Safety Labels Matter
Nevada’s inflatable-safety law places significant importance on original manufacturer labels.
Before use, operators must inspect the inflatable to make sure the manufacturer’s original labels remain attached and legible.
The law states that if a required manufacturer label is missing or illegible, use of the inflatable must be permanently discontinued and the device destroyed.
That makes original manufacturer information an important part of the safety history of commercial inflatable equipment.
Nevada Requires Wind Monitoring
Wind is one of the most important safety concerns when operating an inflatable outdoors.
NRS 597.7688 requires an operator to use an anemometer to measure wind speed before an inflatable is used and to continue monitoring wind speed while the device remains in operation.
The wind speed must also be recorded in the inflatable’s safety logbook before use.
Under the statute, operation must stop when wind speed exceeds the applicable limit established by law and the manufacturer’s recommendation.
The law defines the threshold as the greater of:
- The manufacturer’s recommendation for the specific inflatable; or
- 15 miles per hour.
If the applicable limit is exceeded during use, the operator must discontinue operation and deflate the inflatable until conditions return within the permitted range.
Nevada Has Specific Anchoring Requirements
NRS 597.7689 requires covered inflatable devices to remain anchored before and throughout their use.
For ground stakes, the law establishes requirements that include:
- Noncorrosive metal construction
- Appropriate ground-anchor design
- At least 18 inches in length unless the manufacturer requires longer stakes
- Installation at the angle specified by Nevada law
Where weights are used instead of stakes, Nevada law generally requires at least 75 pounds per anchor point, unless the manufacturer requires a heavier amount.
Manufacturer requirements remain important because certain inflatables may require anchoring beyond the statutory minimum.
A Safety Warning Sign Must Be Displayed
Nevada law also requires a conspicuous warning sign in front of a covered inflatable while it is being used.
The required sign communicates important information including:
- That inflatable use can cause injury or death
- That a safety-inspection logbook is available for review
- Wind-speed limitations
- The requirement to monitor wind with an anemometer
- Anchoring requirements
- Maximum occupancy based upon manufacturer recommendations
The statute specifies formatting and minimum size requirements for the warning sign.
Can Customers Ask to See the Safety Log?
Yes.
Nevada law specifically provides that the inflatable safety logbook must be available for inspection at the request of a customer or user, as well as state or local agencies.
That gives parents and event organizers a practical question they can ask before or during an event:
“May I see the safety logbook for this inflatable?”
A professional inflatable company should understand the requirement.
What Should You Ask Before Renting a Bounce House in Las Vegas?
Before hiring an inflatable company, consider asking:
- Are you properly licensed to operate in Nevada and the local jurisdiction?
- Do you carry the insurance or qualifying bond required under Nevada law?
- Do you maintain a safety logbook for each inflatable?
- Will the inflatable be inspected before use?
- How will wind speed be monitored?
- Do your operators use an anemometer?
- How will the inflatable be anchored at my particular location?
- Are the original manufacturer warning labels still attached and legible?
- What is the manufacturer’s maximum number of users?
- What happens if weather conditions become unsafe?
These questions are especially important for school carnivals, churches, corporate events, HOAs and other organizations responsible for large numbers of participants.
Does AB198 Apply Only in Las Vegas?
No.
AB198 established Nevada state law.
The statute also allows the governing body of a county, city or town to enact requirements that are the same as, or additional to, the state requirements and to provide civil or criminal penalties for violations of local ordinances.
That means event organizers should consider both state requirements and any additional applicable local rules.
